I don't own both parts. The version without handrails is an easy task, because I can use the old ladder for all measures.
11299 would be possible by using the LDD content.
I have somewhere in my mind, that you collects the one and other fire brigade set, so if you have this part, feel free to build it. I try to upload 15118 in the next hours, so you can use the content of this file, if you want.

I think, I have to rework 4207, too. The measurements aren't right at the old part :-( what to do now? If I upload it, with new measures, downwards compatibility isn't possible.

geometry errors in official parts always are a difficult problem.

if we should decide to keep downwards compatibility in such a case,
the current part XXXX.dat needs to be moved-to XXXXa.dat,
and that file needs to be obsoletized, and a new XXXXb.dat
needs to be issued, with the corrected geometry.

In the long run, this will clutter our library with plenty
of obsoletized, geometry-broken files,
in addition to the corrected ones.

IMHO it is very difficult to decide if that's the way to go.

The longer I think over this, I think that it would be better
to simply fix the geometry directly in the affected file.

You can easily compare both parts now.
I did the measures on the old one, cause I don't own the new ones.
I'm totally unsure if the step order is correct. Please check with a real part, I will change it then, if necessary.

Holding for overlapping quads.

I too don't have this new part, but I think something is wrong here.
Three of 4207, stacked on top of each other, should make 24 ldu high.
This new one doesn't stack to the same height.

IMO the difference isn't big enough to force a remake of the old ladder.
I would accept it, if this part was adapted to fit the old ladder 4207.

That's the problem neither the new nor the old part makes a 24 LDU high, when 3 of them are stacked together. (I don't have the parts by hand now, but my mind says, that the old ladder elements are modelled 0.333 mm to thick.) In my eyes this is enough to force a remake of the old one (btw: the subparts from the new ladder could be used there, so it's not a big task to recreate it.)

The version in LDD dont have these full bumps, on first and last step, but is more similar to 11299.
The long beams should have ends like 11299 and 87913. A short entry cut-out, for easy assembly.

I think there might be two versions of this new 16L ladder, like there are two versions of the 14L , 4207a and 4207b
One with full bumps and no cut-outs like the old 4207a
And one with half bumps and cut-outs like the ladder with handle rails, 12299

OTOH, inventories of sets with this 16L ladder show that they sometimes included a 4207b instead.
I haven't found any image of the 16L ladder without the cut-outs.
