Yes, you are correct. This part appears in Ninjago, Chima and Elves sets, not Bionicle. But the part connection is technic axle, so it may be categorized to Constraction.

Regarding the "Constraction" term (I still think this applies to Knights Kingdom II only):
Lego classifies this as "347 - FIGURE, WEAPONS" in LDD, which is clearly a Constraction/Bionicle/CCBS/whatever category. So it's technically correct, despite never being used in such a theme.
