The title should reflect that is has only 3 holes, while:

True, but the height is also different, 2 and 2.333, making them different enough.

No, I would say that it's very accurate to the real parts. They are often slightly conical, tapered and not perfectly parallell, like ldraw part are made.
Attaching a 6x16 plate to the bottom is never possible, since the non-removable axle block are not "in system".
Perhaps these two big parts, 18923 and 68446 should be tilded ~ , since they never exist without the axle blocks?

Remember the recent tipper bucket?
Non-removable, differently coloured, juniorized big parts.
