Each of the conductors in this part should be turned into a subpart. While this will be a lot of work, they are separate items, and -- the good news -- several are used more than once in the model; one straight conductor twice and another three times.

I think different here.
We should release this part once its basic geometry is correct (connection points to other track parts).
Reasoning: the part is heavily complex, and striving for 100% perfection here will make it sit around for even more years.
I think we should release a geometrically correct version (which may have imperfections still), and do the remaining work in a subsequent iteration.
Currently, people cannot really play with this part (as an official part),
instead have to use this unofficial one,
and this situation is already like that for years. After such a long time asking for even more work seems not a good way to go for me.
There seems not really to be time available for people to take care of this part, so we should maximize the benefit whilst at the same time minimize the effort.
This to me means: check the basic fundamental geometry and release it in a first iteration.

It looks like you're the current primary author of the part at this point, so it's of course up to you how much time you want to put in before trying to get it to official status.

Given the stature of the part, I'm sure you'll get your certify votes.

Since I'm the "LDRAW numbers guy" since the start, I always vote (mostly) based on proper numbering, so I'll of course abstain from voting until a later iteration is available.

For what it's worth, I noticed after commenting that the straight track uses subparts for its metal portions; they're more metal primitives, but that element could be turned into proper numbering with the rails as separate parts in a matter of minutes, so some of the groundwork for this has been laid.

The next level is also wrong now, but I want to question its existence.
c03 and c04 have never been official. I want to delete them. Or re-number.
c01 and c02 should be moved to 75541 and 75542, but the problem is that those numbers might include the lever. Do they?
A solution might be to move 2859c01 to 75541-f1, and 2859c02 to 75541-f2, without lever 2866.
And then make 75541c01-f1 and 75541c01-f2, with lever 2866.

I drilled one open :-)

These

are kept in place by the u9171.dat as the are actually holding them towards the top (different order than here) but that's not really an issue...

How to solve this intersection...
u9173 actually has a slight cutout which is not modeled in our part

This metal piece is only connected to rail, nowhere else.
I can only imagine that this is to protect the plastic from the metal wheels
