I am not happy with this part...
- imho rounded edges are overkill, I am actually missing the edge lines.
- Missing the triangular chamfer in the middle of short side (see LDD model)
- Splitting in 4 corners adds several unneeded vertices. Part is not so complex to justify this split.
- As of today, only the patterned version is used as a shield. LEGO name is "PLATE 2X3 W/ HOR. 3,2 SHAFT", and indeed it is used as such, to hinge things. So imho it should be renamed and it's orientaiton/origin changed.

the edges are somewhat rounded on the original part itself, haveing an edge line might look better

I will combine the part and remove the subfiles

Calling it a Plate, I would argue that a plate needs to be attached to studs with its bottom. That's something this part cannot do. In set 10261 (Rollercoaster) it is used as a hinge.

I'd call this a hinge. Almost every set I've encountered this part it is used as a hinge.

* I'm fine with this being a "shield" as there are now two patterend versions where it is used as shield:

https://www.brickowl.com/catalog/lego-plate-2-x-3-with-horizontal-bar-with-triangular-window-pannel-33589
https://www.brickowl.com/catalog/lego-plate-2-x-3-with-horizontal-bar-with-police-and-star-30166

* However missing the leading blanks in the description

* The patternable front is just nonsense and creates T-junk

I'm definitely not sold to the smoothed front surface: LEGO building instructions shows this part with an edge line there:
