This is -needs work- as the pin diameter on the outside is still too much and the extrusions from the axle need to be refitted due to reducing the diameter from 7.5 to 7 LDU

I made the wheel based on 48 segmented prims due to the size (larger than 20 LDU)

or should it be - with Bar- as this is a roulghy 8 LDU connection?

Imho, "with bar" should be used only if it exactly fits clips and bad holes. otherwise it's misleading.

I don't see why it can't be finished. Please close the gaps and add the missing edges.
The other two train wheels are made in normal res primitives, so why not this one too?
Or maybe a reworked, even more used, common subfile for all three versions?

see here: https://forums.ldraw.org/thread-23790-post-35163.html#pid35163

There's some detail on the back of the wheel which I modeled, but for a normal trains does not add value, using the wheel differently (greebling) it is another case...

I made them to 48 prims, because they are larger than 20 LDU

A common subfile for all three versions does not work, the new one runs on a flat surface, whereas the old one runs on a conical surface.

This edge prim is not needed:
1 16 0 0 3.5 21 0 0 0 0 21 0 1 0 48\4-4edge.dat

This edge line is misplaced:
2 4 -2.2005 -2.9531 8 -2.2005 -2.9531 2

Maybe you could close the backside using regular prims, instead of hi-res?
