This ldraw b-version is most like the current official 3940. That design has a hollow stem but is missing the triangular thingies on the bottom.
Our current official design is a mix of first a-version and the b-version, as they are described at Rebrickable.

Since the stem is hollow it has a better likeness to the current ldraw b-version.
Strictly chronologically, this file should correspond to the rebrickable b-version , but maybe be ldraw c-version?
Side note: LDraw's 3940c can be RB's 3940a 2nd

It is easy to create, maybe as 3940c? I think 3940a first variant and 3940b are the most common ones.
Will ask for a move-to file upload for 3940.dat as well
