It is 14mm wide if you choose to include the hub. We usually don't include the hub or axle, in this type of solid wheels.
Please look at the Fabuland wheel, u9167 or the Wooden wheels 33211, 33212.
The description shoud be: Wheel 12 x 18 Smooth
The description of a solid wheel should always be in this order. width_(mm) x outer_diameter_(mm) [optional qualifier]
Digging into this once more, show that we might have a few more parts with deviating descriptions.
The hockey puck, 47576 is also wrong....
