How do you meassure 10 degree rotation? I get 20.

Correct, it is 20 degrees.
The hand can be removed. Brickset lists 69807 -with- the hand.
The numbering proposed by Magnus, looks good, however... as the arm itself is symmetrical, what is left/right -> hand up or down :-)
There is also a printed one, so that would be named like this:
69807p01c01-f1p01

All of the condlines are "correct", however since all quads in the bend are concave, the condlines don't work like they should.

Design ID is 67906 in Lego Builder. Could it be that 67908 is for the combination of arm and hand?

It seems to make sense that 67906 be the part number of this one, and 67908 be the arm+hand assembly.
