Is this area intended as an axle stopper in the real part?

Yes, I think that
2 24 2 20 -5.0612 -2 20 -5.0612
is a stopper. Set it at Y = 20

I try to get this piece (or will ask someone who owns it).

There is no stopper in this part a standard bar can move freely

After a short private conversation with Gerald (Thank you!) there is a stopper, which stops the (rounded) axle at 8.8 mm. The measured depth is 8 mm. So the model seems to be correct. I'll do a full review later.

I have the part.
There is a stopper for the Technic axle, pushed in from the bottom, at y=20 ldu
The axlehole prim should not be seen as a stopper, the broom handle (bar) is possible to push all the way through

I had never the intention to talk about a stopper for the bar. That it is possible to push it through was logical for me. I just wondered for the axlehole end. But this mystery is solved now.
