The differences are primarily that the rails pivot around a different point: the 'a' type pivots around the centre of the large disc and the 'b' type pivots around a small pin on the underside of the tab sticking out of that disc. There are also some small changes to the shape of the part to compensate for this.

All I've done so far is to move the pivot point, so I don't want to upload it here. If someone who has this part wants to work on it, I've uploaded the subpart to www.nightshade.org.uk/950bs01.dat

As requested by Mike, added a space before the 4.5 in title.
To make that possible, I had to rename the assemblies of this part
from "(Complete Assembly)" to "(Complete)". As that's still descriptive enough, I find this no loss.

Existing certification-votes were deleted.

I don't think it would be a good idea to release this part since its present origin is non-functionnal. I'd suggest to keep the wrong shape with a needs work but at least move the origin as suggested by Alex. I don't care much for origin when it's a non functionnal one, but here it's much more significant...

I just looked at your link above.
Indeed it has an offset of 19/0/9 to this.
However, even when I use that part and put it properly
with that offset into e.g. x948cc01.dat, then
the bottomside pin of that part does not fit well
into the hole of x952b.dat.
They are slightly misaligned.
As I do not possess this part or have a scan of it,
I cannot continue placing the origin at the proper
rotation point. Can anybody else? does anybody
have a scan of the underside of this part?

note that it's not necessary immediately to make this part
perfect. we can release it as a mockup with a needs work in the
title imho.
the only thing we currently need to find out is the exact position
of the underside pin about which this part rotates.
that pin is the critical difference to 950a, which rotates
about a different point.
the minimum repairs we need to apply to this file before release thus are:
- add the bottom pin at the exact position
- relocate the origin of this file to the center of that pin
- adjust the parent parts to the origin change

I didn't change the origin. As pointed out above: the 'a' type pivots around the centre of the large disc and the 'b' type pivots around a small pin on the underside of the tab sticking out of that disc. Rotation of version 'b' is achieved by a little play between the switch and the frame. This play cannot be authored into the part without a major overhaul of the frame as a 'b' version (it's not worth the fuss).

The other parts have been sent to the admin for proxy.
