I consider the main part to be the formed one and not the flat one. In fact, all the subparts that compose it are oriented for the formed version. This subpart is therefore also oriented in this way.
If it really upsets you to think of rotating it in the flat main part, I turn it. But it seems to me to be absolutely useless.

why are the long sides split? you are allowed to use one single quad at the side even if it generates a bit of t-junk along the "edge"...

The sticker is not flat. The non-integer value results from the sum of the lengths of the subparts that compose it.

I agree. Should be fixed.
Since this is a standardized backside IMO the tiny error should be removed.
It's only off by 0.0002 ldu and the pattern subfile need not to be changed.
