does this set use the normal one too? is this one the standard one or also reworked? (they have different "arms" now --> and the existing official one looks horrible in random color mode and has another version without slotted axlehole which isnt here...)

AFAIK both will coexist, dunno exactly if it's the case in the 42167 set (I made the part essentially from Sariel's video https://youtu.be/Y-2jZO36z0w?si=_fjfqidfm7N0KiMy&t=117). Purpose is to have meshed gears with parallel axles.

The meshinn between them knobs is pretty tight (also in the old one) should that be a bit "looser"?
