Do you mean this origin?
Is this part a "Tile"? - OK, it does not have studs.
Why at the bottom of the bottom? The Tiles 3070b.dat and 3068b.dat do have the origin at the top of their surfaces.

Before I used the same origin (-8 LDU from the bottom) as in 48245.dat to make these parts easily exchangable?

Tiles generally have the origin at the top, i.e. where the bottom of the studs would be. The other option would be to call this a studless part and have the origin at the bottom of the bottom. However, since 48245 has the origin at tile-height, this part should also have the origin at the same height.

Yes, Tile is a bad example.
Most minifig accessories with a bottom attach point, and no top stud, have the origin at the bottom surface.

I would change the origin of official part 48245, that would be incompatible.
So I would recommend to keep this new unofficial part 18742 at the same origin as 48245.

Good point indeed. Can be seen as a 2x2 round tile with "extension" on top, then this origin is fine.
