This is the first time I tried this, mostly to get a better understanding of making complex parts, so there is probably still work to do. I am thankful for every input.

No errors in LDPE so far.
Is running Edger2 enough for cond lines/edges in this case? This part seems to not have any areas that could be replaced by primitives? The front section is technically symmetrical, so should I consider splitting those up and mirror (2 more subparts)?

Origin should be the same as a regular minifig head.

The mask section was split from the main part to enable coloring as on the real parts. Should the patternable areas be made their own sub-parts?

The resolution on the round areas is somewhat lower than I expected, does this still make it acceptable?

Each subfile should contain its own edge and condlines.
Don't just accept the edge and condlines created by Edger2. You need to decide, Is this correct? Should this line be an edge or a condline?

About edge/condlines, edger2 relies only on facet angle, this requires a lot of manual post processing to get a nice looking part, with edges where there is a crease line in the real part.
You should rely on digitalbricks mesh, they use a better conversion tool that rely on vertices normals embedded in LDD part file to create edge lines where they are intended by LEGO . On these files you should have only to add condlines (set the angle threshold in Edger2 high enough). But some aesthetic/personal taste may require to tune them too...

There are still a few open problems/questions:
Regarding the connection of sub-parts, I always used complementary conditional lines on both parts, whenever the intersecting line is part of a curve. When the intersecting line is an edge line, I only used the edge line on one of the sub-parts.
I am not sure if this is correct.

Shall all of the comment lines stay?

For most lines I relied on the digital-bricks.de mesh, although I added a few edges myself, based on what the physical part looks like (top of the head, bits of the mask knot, neckline). I think this makes the part look more like the real thing.

There probably should be another edge around the eyebrows, but I couldn't figure that out right now. The geometry of the mesh seems to not fit the physical part and the outer edges of the eye are always obscured by the print, so I am not sure what is correct here. I want to do one of the patterns first and then decide what looks right and what not.

The inner tube geometry looks strangely different to the real part. The ribs that secure the head to the neck cylinder are far less prominent on the real part. Is this a mold variant or an error on the LDD file? All the heads I've checked had the thin ribs (almost an octagonal tube hole). Also the bottom section is not planar; this is most likely intentional, to make for an easier connection. This seems to be present on the real part as well, but is less easily visible due to the mentioned difference.
Should the connecting tube be changed?

Considered that, but actually all areas that seemed applicable are too distorted (angular cutoffs, sudden sharp edges etc.) for that to be feasible I would think, at least wothout compromising the actual geometry.

* There are different "schools" when it comes to the location of conds. I would put all conds of the patternable aeras into s01, thus avoiding to have to regenerate/copy them to every patterned sub.

-Moved geometry of the asymmetrical back area to new subfile 12607s05.dat
-All edges and condlines removed from the two patternable subfiles and moved to the corresponding other sub-files
-I could not find a reasonable way to put edge lines on the eyebrow area, so I removed the 3 isolated edgelines there

-Moved origin to bottom center of the connector tube
-Added the missing history line to main part
-Few more triangle flips
-Moved the touching complementaries from s01 to s05 as Willy Tschager requested (I hope I understood that correct)
-Rework of the connection tube:
*removed all inner sloping
*tube should now be completely symmetrical to 0/0/0
*holders should now correctly fit a minifig torso neck at 12 LDU diameter
*simplified the top area to better fit similar heads and reduce polygon count
*slight adjustment of the middle ring radius to better match real part
