I thank you for the offer, but this is _not_ a total rewrite. I did not change even one line of pre-existing DAT code; I merely _re-organized_ the DAT code into separate sub-files.

The "official" version of this part, in LDraw right now, does NOT have that cyan dot. All this time, I thought Gargan's file was correct. But per your evidence, it would appear that file was released with an error...

I'm gonna have to side with Jeff on this one. Even Rebrickable shows the cyan.

So, if someone else is claiming ownership of this file, does that mean I am ethically permitted to vote YES on this file (even though I did some of the corrections to the DAT code earlier)?

For fixes, the initial submitter is typically the "Author" for purposes of whether or not something is a self certify. This is a bit fungible as a part could be wholesale rewritten after initial submit (like this part) which is why I removed the self certify block from fixes. To answer your question for this particular part, Jeff submitted a significant change and you are no longer the "Author" for purposes of self-certify.
