For me no, otherwise the stripes become very irregular and not the same width. especially with the last rounds you indicate (9.8, 3.3).
This can result in problems if you place two staggered pieces of a stud side by side.

the base step now is 3.2778 (29.5/9)
my proposal would be 6.6 (stripes) and 6.5 (gaps)
ideal (if the rim gets subtracted later would be 3.333 (30/9)
-> would also be possible to use 3.3333 as base step and make the outer strip a bit thinner

for this you would need the 3.3333 offset
would be at 29.5 - 23.3333 - 16.6667 - 10 - 3.3333 (mirrored at the negative side)
then you can shift it in the grid and its still aligned

Not sure I understand the problem here - due to red stripes being (almost) at the outer borders, a complete alignment of multiples of this should be impossible anyways?
Red bars - 6.8 LDU

Border Offset - 1 LDU
Should work fine.
