It's the quarter of the actual part (which accidently is half a dome) and yes you could call the past also quarter sphere :-)

I suggest to reduce the number of vertices near the top of the dome. Not only it saves polys but it eases making pattern (if any there...). And on the inside of the dome it only saves polys, but still...
Or maybe it would be even better to inline a 48shpe prim?

Forget the sphe suggestion, doesn't fit well the curvature.
