Big enough to use a mixed-mode primitive.
And don't make it as an quarter.

the BL and RB pics on the baseplates look more like a D6 Studs ->R60
"And don't make it as an quarter." -> eighth or full?

You should always make the primitive as re-usable as possible.
I would make two files, one inner and one outer, eighth.

*replaced torus prims with mixed mode 1/8 outer/inner
*seems Rene was right, changed Major Radius to 6 studs, named changed accordingly

I guess the sprue mark on one side isn't worth modelling?

Thank you for making new prims, but did you check the prim ref to see if there was something you could have used?
Like tm08q0667.dat ?

Hmm, it should match given the dimensions are identical. Should it use that instead?

I am slightly confused - the existent prim is used only once, in a part that looks very similar to this. But it's named as 7x7 not 6x6. Does it not have a regular bar size as minor radius?

TLG name is "3.2 SHAFT, DIA. 7M W/ CROSS HOLE", so how can this match?

In 76289-f1.dat the mixed prim is used at half scale as the inside of the tube.

Because the prims are wrong. They should be made as hi-res, 48-sided.

I don't have the part, but I find the dimension correct now.
7M is 7 modules = 7 studs. Attach a tile clip at 0 and 180deg, and count the studs. 7

Ok I get it now - both 79851 and 33160 are the same diameter at 60 LDU for the torus' major radius.

*Does this affect naming? 79851 is 7 x 7, this currently not.
*Shall I use the existing prims (full tube) instead of the new outer/inner ones?

*Rename to 7 x 7?

If there is a suitable official prim, it should be used.
Rename to 7 x 7

the tube itself has a center radius of 3 Studs, but the whole part has a outer diameter of 6.4 Studs -> 7x7 seems ok
and yes, should use the 1-8 mixed tube (what about the new prims? delete or keep?)
