No, that's only needed if the file has an older 2.0 licence, and must be reworked.

But if you make a new subfile, from a part that isn't subfiled, you should always update the part, so that it too uses the new subfile.

I have sent to Ldraw.org the new version of the part included the new subfile. You have updated the file at the same time. It's why, in a first approach, I didn't understand why the header was different than mine.
