I think they are two different pattern. One pointy and one rounded.

As for making it an 8th for the complexity and size of the part I don't think its worth it.
Making a 1-8 subpart is overkill indeed (1/4 subparting was already somewhat...) but it would solve the different design of horizontal and vertical arms of the star. It doesn't matter since it looks good anyway!
