outside should be normal-res prims to match the other round parts at this size (2x2 round bricks/plates/tiles and both 2x2 elbows)
should the inside also be normal res? (i think hi-res inside is overkill, to reduce the mismatch from the rotated cyli at the bottom maybe even inlined normal res...)
Is the R19 outside confirmed or should it be R20 to match said round parts?

I hate to see this only now, but René is right, should be 16x to match elbows. And yes, R = 19 like the elbows (as proved by the Technic holes that protrude from side and are exactly on grid)

thought the elbows have R20, but they are indeed at R19 (then skip the plates/brick/tiles size)
as long there are prims outside they can be scaled up...
would the front 1-16cyls still work as normal res or would it cut into the pinhole?
also found a gap: when looking directly from the top, there is a thin gap between the pinhole outside 1-8cyls and the tube inside, which should be (inlined) normal res

I am very much for an increase in the resolution to 48 of the stuff that hovers around a R20

Unfortunately the standard res 1-16cyls is cutting very slightly into the connhole, could be "solved" by overlapping the 1-16cyls and the 1-4cyli

so I am not very much in favor of getting this part down to 16 sided, an alternative woul dbe to get the 3-16 down to 16 sided and keep the area around the hole at 48

I checked elbows + 7654 assemblies, it doesn't look that bad at normal res, and of course it's perfect with prim substitution. I nonetheless think that your last solution is the best, using 48\1-16cyls and 48\1-16cyli above, and make the rest 16-sided.
