shouldnt the handle be white? there are two versions: orange balloon and dark purple balloon...
or should these be separate shortcuts?
the handle is always white, only the balloon changes, but BL has two different parts because of the different bloon colors.
how are the color versions handled then?

I think the handle position is ok, as it fits best in a minifig hand this way.
I will rotate the balloon and will use u-numbers and create a white c01

I still think it needs a 90 degree rotation to better fit a minifig hand.

I concur that the assembly needs a 90 degree rotation such that the bar points backward. At the same time, as Chris points out, the displacement by 7 LDU should be propagated to the quarter subfile so that unnecessary offsets are avoided in the half and the assembly.
This partnumber is only valid on the string. The complete assy is 35763. The balloon half is 35702.

The only thing I don't know is if 35703 is a dual mould of string+half a balloon. I guess not.
IMO, 35763 is an assy of a string (35703) + 2 pcs. of 35702.
