If the origin/rotation of an official file needs to be adjusted, a new file must be created and the old file becomes a moved to.

Arghl! Shame on me as a reviewer...
I don't think that such a teeny offset needs a moved to. Correcting the offset doesn't break existing models, the change is not visible for untrained eyes. Introducing an "a" version will cause much more hassle for the users. I suggest to simply correct the part.
