2859c01 should not have 2866, which is a fully separate part in its own right.

I think you are referring to your comment at 2859.dat,
where you suggested to use ...c01 for something different.
That's fine for me, then this assembly just needs a different
c0X number. But having the "point plus lever" assembly is
something good to have IMHO. checkout the existing 4.5V and 12V
train points. There we have parts files for all their constituents,
and also c0X assemblies which can be directly used by train track
layout software like e.g. BlueBrick.
We should do the same here.

Part 2866 is too high and intersects with 2864.

Part 2866 needs to be lowered by 2 LDU and rotated only by 28,28 deg to not intersect

It will still intersect with 2864, but that needs to be addressed in 2864
