To add a bit context:
BL's last confirmed appearance of this piece was in a 1998 Dacta set (so this might be +/- 2 years, since Dacta releases are a bit vague).
The 1997 4x4 motor was meant to replace this at that point anyways.
The Bluish Greys weren't introduced since late 2003 (internally maybe somewhat early 2002).
That still leaves a gap of at least 2 years. I don't see a reason why they would force this part's inclusion in a Dacta set (unless there's old stock, which would be old grey) when the replacement already exists. Also it's a bit hard to see the need for Legoland model designers asking for this (if the could request different colours, why not have it monochrome anyways?).
So where should the Dark Bluish Grey version come from?

I have to agree. This version may not be real, but I wanted to test it anyway.

There's another image out there, which DOES look like Bley...
Still mysterious how this should have to exist. Maybe it's just odd lighting.
Some sellers seem convinced they have it, however I rarely trust BL sellers' colour accuracy.

LDraw.org Parts Tracker,
Even the BL photo looks more like old DGrey to me.
