Have a look at 4551a/b/c
a ist the oldest
b/c are hard to tell as it seems that c was in use also pretty early, but I do have Thomas trains using the b version. Although there are pictures of the Thomas bases using the "c" rod.
Furthermore there was a technical change as they stopped using the "return-To-Zero" hitches. My Thomas bases have loose hitches, the earlier ones have the RTZ hitches. (This is not visible)
